“Only three of the nine sections of the November 9 announcement have been fulfilled, about a week has passed peacefully in 365 days. The past year has shown the inability of the Russian government, the peacekeeping force, to carry out the functions of resolving the Nagorno-Karabakh conflict alone, resolving the Armenian-Azerbaijani conflict, and maintaining the ceasefire. These issues should be returned to the OSCE Minsk Group, and the Russian military group should be replaced or replenished with other forces,” Styopa Safaryan, a political analyst, said at a discussion dedicated to the 44-day war.

“It is possible to enter into a dialogue with Turkey and Azerbaijan, even if we are the target of a genocidal policy. I do not rule it out, if something is in your interests, you have to do it, you can never give up your interests,” Safaryan said.

He said it is necessary to achieve a comprehensive settlement of the issue.

“I don’t think that today only Russia has become the guarantor of Artsakh’s security. I think Artsakh has at least two guarantors of security. Armenia has not lost its role as a guarantor of Artsakh’s security,” Safaryan stressed.
