“Our soldiers were severely tortured during the war by the Azerbaijani State Border guards, which turns out to have border control on the Goris-Kapan road,” the Human Rights Defender’s office said in a statement. “This particularly refers to the Kovsakan October 2020 atrocities.”

Ombudsman’s recent report shows in detail that they tortured people, killed them, then tied them to cars and dragged them. They photographed and videotaped all that and then celebrated their “victory” with open faces (being sure that they would not be punished) with songs and dances at the Tatul Krpeyan school in Kovsakan.

Are the high-ranking Armenian officials who legitimize their presence and actions with their statements, instead of taking steps to remove them, aware that none of these representatives of the State Border Guard Service of Azerbaijan has been held accountable?

How are they going to guarantee the rights and security of the Armenian residents traveling on the Goris-Kapan road under these conditions?

Once again, I want to make it clear that peace is of the highest value to us, but in any case, human rights must not be exposed to the real dangers of mass violations without guarantees.
