Council of Europe to bring infringement proceedings against Turkey

03.12.2021 | 15:27Following its three-day meetings, the Committee of Ministers of the Council of Europe has decided to initiate infringement proceedings against Turkey on the grounds of its failure to implement the ruling of rights violation and immediate release given by the European Court of Human Rights (ECtHR) for jailed businessperson Osman Kavala, who has been behind bars in Silivri Prison in İstanbul for 1,493 days as of today (December 2).
The Committee of Ministers will discuss the Kavala case again at its meeting on February 2. In the event that Kavala is released as per the ECHR ruling until the meeting, the infringement proceedings may not begin.
In this case, the Kavala case will continue pending at the Committee of Ministers. Otherwise, the Committee of Ministers will give a second decision on the same day and declare that an application will be officially made to the ECHR for infringement proceedings.
