Russian will receive a status of an official language in Artsakh: the MPs are circulating a bill

17.02.2021 | 01:20The members of the Parliament of Artsakh have put into circulation a draft of amendments to the Law on Language adopted in 2013. According to the bill, it is planned to make Russian another official language of Artsakh.
The bill states: “The Nagorno-Karabakh Republic encourages the publications in Armenian and Russian, the press, as well as the creation of Armenian and Russian textbooks, reference books, scientific-methodological and popular science literature.”
As a substantiation, the historical memory of Artsakh’s and Russia’s cultural, military, and economic relations are mentioned, as well as the fact that Russian is the second language of communication for many people in Artsakh.
“In this context, we consider the increase of the status of Russian a priority, which will create the necessary conditions for deepening the cooperation in all spheres, and in the near future will contribute to the development of relations within the legal framework. Understanding the need for the long-term presence of Russian peacekeepers in Artsakh and the joint solution of many social and communication problems, as well as the cooperation in the fields of construction, healthcare, education, and science requires a reassessment of the role of Russian”, the bill states.
The law enters into force on the 10th day following the day of its official publication.
