President of the Artsakh Republic Arayik Harutyunyan, due to martial law, signed a decree on February 17th not to hold local self-government elections in the communities of Artsakh until March 1st, 2022.

The Ministry of Territorial Administration and Infrastructure of the Republic of Artsakh initiated the postponement of the elections. Two community leaders were killed and one was injured in the hostilities. The powers of another eight community leaders were terminated prematurely based on their own applications.

Considering the fact that 5 of these 11 communities are temporarily under the control of Azerbaijan, and the population of those communities is currently forced to settle in different settlements of Artsakh and Armenia, it is technically impossible to hold snap elections. The Ministry of Territorial Administration and Infrastructure of the Republic of Artsakh is actively working on the amendment in the legislation on local self-government. After the successful completion of the mentioned process, local elections will be organized in Artsakh in accordance with the new legislation.
