The Azerbaijani government plan to spend 2․2 billion manat (US $1.294 billion) on the reconstruction of the occupied territories of Artsakh in 2021. However, the figures of the first half of this year, which were recently published by the Azerbaijani media, show that only 16.9% of the total allocated funds were spent. In January-June 2021, the state investment in the reconstruction of the occupied territories of Artsakh amounted to US $ 218.9 million.

“For the “Great Return” – the reconstruction of Karabakh towns and villages in 2021, in the first half of the year, 372.1 million manat was directed from the state budget of Azerbaijan,” the Ministry of Finance has said in a statement.

The largest projects under implemented are the construction of airports; Aliyev is planning to build three airports: in Varanda (Fizuli), Kovsakan (Zangelan) and Kashatagh (Lachin). Currently, only the construction of Varanda airport is underway, and the foundation stone of Lachin airport has been laid.
